TSE certification in Türkiye

In addition to CE marking, the Turkish government also publishes the "Import Mandatory Standard List" every year, mainly for food, industrial equipment, vehicles, fire products and textiles. For products not covered by the EU directive and products that are not within the scope of the EU directive but still included in the scope of Turkey's own mandatory standards, they must be tested and certified by TSE before they can be sold in the Turkish market through customs.
1. Product range
Since January 2006, the compulsory certification of mechanical and electrical products of the Turkish government has been cancelled and fully implemented in accordance with the requirements of the CE directive of the European Union. Therefore, electrical products are voluntary in terms of TSE certification. However, the Turkish government also publishes a "list of mandatory standards for imports" every year, mainly for food, industrial equipment (such as boilers, gas equipment, etc.), vehicles, fire products and textiles. Products covered by these mandatory standards must be tested and certified by TSE before being imported in accordance with the requirements of Turkish mandatory standards, such as Turkish Standard Compliance Certification (TSE Mark) and Quality Conformity Certification (TSE-Ex Mark), before they can enter the Turkish market through customs.

3. Certification process
(1) TSE inspection
a) The Turkish Ministry of Industry and Trade authorizes the Turkish Standards Agency TSE to check the conformity of products requiring CE marking before customs clearance and issue a confirmation letter. b) According to the provisions of the Official Gazette No. 2005/1 of Turkish Foreign Trade Standardization, products that fall within the scope of Turkish compulsory standards must be inspected by the Turkish Standards Agency (TSE) and obtain a certification certificate. If the importer declares that its products comply with the corresponding international standards (ISO, CEN, IEC, CENELEC, ETSI), the inspection may be carried out in accordance with the international standards as required, otherwise the testing is carried out according to the Turkish mandatory standards. The importer submits the TSE certification certificate to the customs, which can be confirmed by the customs.
(2) TSE certification procedure
1) The applicant fills in the application form in accordance with the requirements of TSE;
2) TSE evaluates the application and determines whether to accept the application; 3) An inspection team is assigned by TSE;
4) TSE coordinates with the applicant to decide the inspection date, inspection process, trigger plan, and accommodation arrangement if necessary; 5) The inspection team will inspect the equipment, production instruments, personnel and quality system of the production site;
6) If the inspection results are qualified, the inspector will sample from the finished product;
7) Samples will be inspected and tested in qualified laboratories in accordance with corresponding standards;
8) If the product has CB certificate and report or CCA NTR certificate and report, it does not need to be tested but should be compared and evaluated;
9) The inspection report issued by the inspection team and the test report or evaluation report issued by the laboratory shall be reviewed and submitted to the certification committee by the certification department, and finally decided by the certification committee;
10) If the Certification Committee decides to authorize the use of the TSE mark, a license contract must be signed between the applicant company and TSE to issue the certificate


(3) The application form should be filled in by the applicant;
If the application form is completed by an authorized representative of the applicant institution, the authorized representative must submit official documents proving his or her identity authorized by the applicant organization; the application form completed by the applicant must be for a product or a product category and a place of production;
If the product does not have only one place of production, each place of production needs to fill out a separate application form;
When the product has the same characteristics and is produced in the same place of manufacture but has different trademarks, it can be indicated in the same application form, in which case the manufacturer must provide a declaration of conformity for each trademark.

(4) Administrative additional documents a. Official documents

indicating the legal status of the applicant institution for applications from outside Turkey, an official document required to be confirmed by the Turkish embassy or consulate of the host country, indicating the name, address, scope of activities of the institution, representatives of the institution and the person authorized by the contract.
b. The signature book
of the person authorized by the applicant institution must be verified by the Turkish Embassy or Consulate if it is an application from outside Turkey. c. Trademark registration certificate
, which must be issued by the Turkish Patent Office or the protection of the trademark in Turkey must be confirmed by the Patent Office. However:
if the trademark of the product is not yet protected in Turkey, it can also be provisionally accepted if it can provide documentation showing that an application has been filed with the patent office (the provisional acceptance period may be up to 18 months);
- in the case of an application from abroad, the document must be confirmed by the Turkish embassy or consulate;
- If the ownership of the registered trademark does not belong to the applicant, a written permission (or agreement) is issued by the trademark owner. The applicant is allowed to use the trademark, the document must be submitted with the trademark registration certificate, and the agreement must be certified by a notary. d. For foreign applications, a contractual document indicating an agreement between the applicant and the producer must be confirmed by the Turkish Embassy or Consulate. e. Certificate of registration granted by a designated Chamber of Commerce.
f. Advance payment receipt (copy can be submitted).
(5) Advance payment costs
, if the production site inspection is carried out in Turkey, the advance payment amount is at least 500 000 000 TL;
If the place of production inspection is carried out outside Turkey, the advance payment amount is 10000,2500 euros; However, if you apply for more than one production plant, you will need to pay an additional 350,2000 euros for each additional location;
These advance payments will be kept in the TSE Finance Office or one of TSE's bank accounts; For foreign factory inspections, the inspection team will need a service fee of 000 euros per person per day; The cost of factory inspection includes service fees plus travel expenses, accommodation expenses and living expenses; The cost of the entire certification is factory inspection fees, product testing fees and certificate fees;
In addition, institutions eligible to obtain a certificate are required to pay a performance deposit of 000 <> <> TL for each certified product, which can be paid in cash or by a bank guarantee letter with no time limit.

(6) Additional technical documents
that need to be submitted ・ For electrical products, CIG 22-Section B form should be filled in and submitted with the application form; For non-electrical products, the FR-39-Section B form should be filled in and submitted at the same time as the application form; · Product category;
Technical drawings/sketches of the product (if applicable);
Color photographs of the product (appearance, interior details of the product in its natural state), including, if necessary, state in the electronic environment (if applicable); identification/label samples (must be easily identifiable);
Designs or photographs of the registered trademarks that the product will use.

(7) Documents submitted when holding CCA-NTR certificate and reporting application: a.CIG 22-Section B form and application form - submitted together;
b. If there is a copy of the CIG 23 form completed by the CCA member, please add ENEC attachment for lighting products; c. CCA Test Results Announcement (NTR) or Test Results Statement. TR) and a complete test report form; d. test reports including national differences (if applicable);
e. List of electronic components, including reference model/name (listing which ones are certified by which NCB);
f. Nameplate or pattern indicating the information, certification mark and country of origin name/code required by the relevant EN standard; g. Technical drawings, circuit diagrams (if applicable);
h. Operating manuals (if applicable);
i. Product photos or brochures (if applicable);
j. a sample (with the number of the Test Result Bulletin (NTR) or Test Result Statement (STR) issued by the CCA member institution); k. Designs or photographs of the registered trademarks to be used by the Products;
l. How the submitted product/equipment differs from samples previously tested at the NCB (the name of that NCB can be written if appropriate).

(8) Additional technical information to be submitted for applications holding CB certificates and reportsa. Fill in the CIG 22-Section B form and submit the application form together; b. CB certificate and full CB report;
c. test reports including national differences (if applicable);
d. List of electronic components, including reference model/name (listing which ones are certified by which NCB);
e. Nameplates or patterns indicating the information, certification marks and country of origin names/codes required by the relevant EN standards; f. Technical drawings, circuit diagrams (if applicable);
g. Operating manuals (if applicable);
h. Product photos or brochures (if applicable);
i.—samples (to be identified by the number of the CB certificate issued by Body A); j. Designs or photographs of the registered trademarks to be used in the Products;
k. How the submitted product/equipment differs from samples previously tested at the NCB (the name of that NCB can be written if appropriate).
