December 2006, the European Union promulgated (EC) 12/1907 "Registration, Evaluation, Authorization and Restriction of Chemicals" (REACH), which is its international obligations under the WTO framework to establish the regulation on the monitoring and management of chemicals circulating in the EU market, which came into force on June 2006, 2007, and the European Chemicals Agency (ECHA) is the regulatory authority under the REACH regulation.

 

      SVHC Substances of Very High Concern Substances that meet the provisions of Article 57 of the REACH Regulation, such as CMR, PBT, vPvB, etc., can be classified as SVHC Substances
of Very High Concern and become XIV authorized substances in Annex XIV of the REACH Regulation. The SVHC Candidate List is a candidate list of authorized substances, and since the first batch of SVHC candidates was released by ECHA in October 2008, the substances in the SVHC Candidate List have generally increased by two batches per year. Obligations related
to enterprises Exporters of goods should control the supply chain and investigate the SVHC substance content information in the products to fulfill the following obligations: A. Supply chain information transmission obligations:
If the goods contain SVHC of more than 0.1wt%, the supplier of the goods shall fulfill the obligation to provide SVHC information to the recipient;
B. ECHA notification obligation: If the SVHC content of the manufactured or imported article exceeds 0.1wt% and is greater than 1 tonne/year, the manufacturer or importer of the article shall fulfill the obligation to notify ECHA;
C. SCIP notification obligation: Based on the requirements of the Waste Framework Directive (WFD), legal entities placing articles containing more than 0.1 wt% SVHC substances on the EU market are required to submit an SCIP notification from 2021 January 1.
