Japanese TELEC certification

Japan's certification for radio frequency equipment is called Radio Equipment Type Approval, and the official regulatory agency is the Ministry of Internal Affairs and Communications (MIC). According to the requirements of the Radio Law No. 131, radio equipment manufactured, sold, and operated in Japan must comply with the technical regulations approved by the MIC, and it is mandatory to apply for a radio equipment type approval certificate.
The certification body for Radio Equipment Type Approval is called RCB (Registered Certification Body), and the main certification body in Japan is the general financial corporation テレコムエンジニアリングセンター (TELEC) (Telecom Engineering Center), although there are other local certification bodies in Japan or overseas certification bodies (accredited by MRA) But because of the history of TELEC in Japan, we usually call Radio Equipment Type Approval TELEC certification, or MIC certification, also called RF certification.
(2) TELEC certification regulations and standards
TELEC certification is mandatory, somewhat similar to the domestic SRRC, which is based on the Radio Wave Law, the specific radio equipment rules are based on the Radio Regulatory Commission Rules No. 18, and the test method is (Ministry of Internal Affairs Notice No. 18) MIC Notice No. 88 (characteristic 試験の試験方法を定める件).
(3) Type of certification
TELEC certification includes Test Certification and Type Certification. Test certification is a test verification for each device unit, and the certification is only valid for the verified equipment; Type approval refers to the verification of samples of a batch of equipment of the same design and manufacture, which is valid for that batch of equipment and requires recertification if the design or manufacture of the equipment changes.
In addition, the TELEC certification we talk about daily is actually more for radio transmitting equipment, that is, MIC-R certification; If it is telecommunication terminal equipment directly or indirectly connected to the public telecommunications network, JATE certification (that is, MIC-T certification) is required in accordance with the Telecommunications Business Act. Therefore, the compliance certification of telecommunications terminal equipment is divided into two situations: For ordinary telephone devices, as long as JATE certification is carried out in accordance with the requirements of the Telecommunications Business Law; For telecommunications terminal equipment with wireless transmission, in addition to JATE certification (MIC-T certification) required by the Telecommunications Business Act, TELEC certification (MIC-R certification) is required in accordance with the requirements of the Radio Law.

(5) Information to be submitted for TELEC certification
(1) Technical Type Specification Form;
(2) Declaration of Quality Management System;
(3) Control approval method of quality certificate or ISO9001 certificate (Letter of Quality Control Confirmation Method or Manufacturer's ISO 9001 Certificate);
(4) Letter of Construction Protection Confirmation;
(5) Rated Power Declaration;
(6) Antenna Report;
(7)测试报告(Test Reports(including Test Results, Test Setup Photos and Examinations carried out)；
(8) (Block Diagram, Schematic Diagram, Bill of Material, Parts Placement, PCB Layout, Internal and External，Photos, Product Description, User manual, Operational/Technical Description, Description of Pheripherals /Accessories)；
(9) Label Information (Label Location, Label content);

Note: All submitted documents are recommended to be in Japanese, and English documents are also accepted. Test reports can be in the language of your local testing institute.
