VCCI Certification in Japan

(1) Introduction to Japanese VCCI certification

VCCI is Japan's electromagnetic compatibility certification mark, administered by the Voluntary Control Council for Interference by Information Technology Equipment, which evaluates whether information technology products meet VCCI requirements according to CISPR 32. VCCI certification is not mandatory, but information technology products sold in Japan are generally required to undergo VCCI certification, which is a symbol of product quality. Manufacturers should first apply to become a member of the VCCI before they can use the VCCI mark. In order to be accredited by the VCCI, the EMI test report provided must be issued by a test body that is accredited by the VCCI. Products that pass the VCCI standard will allow the correct VCCI label to be applied to the product. The Class A label of the product must indicate that the product complies with the RF emission clause, whereas the Class B product only needs to display the basic VCCI symbol.

2. The manufacturer or agent submits an oral or written preliminary application to LCS.
3. The applicant fills in the application form and sends the application form, the product instruction manual and technical documents to the laboratory (if necessary, the applicant company is also required to provide a prototype).
4. LCS laboratory determines the inspection standard, inspection item and sample quantity and quotes.
5. The applicant confirms the quotation, signs the quotation back, and sends the sample and related technical documents to LCS.
6. The applicant provides technical documents.
7. The LCS laboratory issues a fee notice to the applicant, and the applicant requires the certification fee to be paid in advance according to the fee notice.
8. LCS laboratory reviews the technical file and tests the product.
9. If the technical documentation is not perfect or does not use the prescribed language, the laboratory will notify the applicant of the improvement.
10. If the test is unqualified, the laboratory will notify the applicant in time and decide whether to suspend the project according to the situation, allowing the applicant to improve the product. This is done until the test is passed. The applicant should make changes to the technical information in the original application to reflect the actual situation after the change.
9. For the rectification costs mentioned in clauses 10 and 11 of this page, the laboratory will issue a supplementary fee notice to the applicant.
12. The applicant is required to pay rectification fees in accordance with the supplementary fee notice.
13. LCS provides the applicant with a test report or technical file (TCF), as well as a VCCI certificate of conformity and returns the sample.
