Introduction to
Energy Saving Certification 
Energy conservation certification refers to the activities of certifying a product in accordance with the relevant energy-saving product certification standards and technical requirements of each country, in accordance with the internationally accepted product quality certification regulations and procedures, confirmed by the energy-saving product certification body and issued by the certification certificate and energy-saving mark, to prove that a product meets the corresponding standards and energy-saving requirements. China's energy-saving product certification work is subject to the supervision and guidance of the State Bureau of Quality and Technical Supervision, and the specific work of certification is organized and implemented by the China Quality Certification Center.
At present, the common electronic and electrical products in energy-saving certification are as follows:
China Energy Conservation Certification Process
I. Data Preparation
Enterprises
applying for energy conservation product certification fill in the "Energy Saving Product Certification Application Form" and report it to the Office of China Energy Conservation Product Certification Center (hereinafter referred to as the office) together with the following materials:
1) A copy of the business license or registration certificate (if the applicant is different from the audited party, the applicant's supporting materials should also be provided);
2) Product registration trademark certificate;
3) Copy of product production license (if necessary);
4) Proof of stable product quality and mass production capacity (such as batch transfer identification materials);
5) Product standards (refers to product explicit standards, if the implementation of national standards is not necessary);
6) Copy of product electrician safety certification certificate or safety inspection report; (Listed in the product catalog of compulsory supervision and management of national safety certification) 7)
Product performance inspection report and performance inspection report of controlled key components;
8) Manufacturer quality manual;
9) Other relevant information to be provided by NTS when necessary.
At the same time, the following information can be submitted for reference:
1) Copy of quality system certification certificate (if it has been certified);
2) Copy of product quality certification certificate (if certified);
3) Laboratory accreditation information.

. Acceptance of applications
After the application and related materials submitted by the applicant are complete, NTS will complete the examination of the application and related materials within 10 working days, and issue the "Notice of Acceptance of Energy Saving Product Certification Application" for those who meet the requirements, and assign the certification project number. If the application and related materials are insufficient, NTS will contact the applicant (telephone, fax and other means of communication) to notify the applicant to supplement the relevant materials or make corresponding rectifications within the specified 30 days, and if necessary, issue a "Supplementary Notice of Application Materials" until the application and related materials meet the requirements. If the applicant fails to supplement/complete the required materials within 30 days as required without any explanation or explanation, the applicant shall be deemed to have withdrawn this application.
NTS will also issue the Energy Saving Product Certification Contract (in duplicate) to determine the scope of certification (product name, auditee/manufacturer, product trademark), factory audit and product sampling completion date, certification payment requirements and timing, responsibilities and obligations of both parties, etc. At the same time, notify the enterprise certification fee budget. If the applicant has no objection to the content of the contract and the certification fee budget, the applicant shall complete the signing of the certification contract before NTS conducts the factory audit. The contract is valid for four years, and if the scope of certification (including the type of certified product, manufacturing plant, etc.) has not changed, no additional contract will be signed each time the certification is expanded.
3. Product inspection
1. Product inspection
basis: product standards or NTS certification technical requirements.
2. Product inspection steps
1) NTS determines the certification unit and the scope and quantity of sampling/sending samples according to the product certification implementation rules, and sends the "Product Sampling/Sample Delivery Notice" to the enterprise;
2) The NTS designated review team or staff is responsible for sampling, sealing samples, and stamping and signing the "Sampling Form", and the enterprise is responsible for delivering the samples to the inspection agency designated by CSC.
4) The product inspection fee shall be paid directly to the inspection agency by the enterprise according to the fee standard of the inspection agency.
5) The inspection agency NTS issues two product inspection reports, and NTS is responsible for transferring one of them to the enterprise.
IV. Assessment and Registration
1. Assessment Form
Certification assessment is organized by the NTS Technical Committee, and certification assessment is mainly carried out in the form of joint review or correspondence review.
2. Evaluation basis The evaluation basis
mainly includes: the "factory audit report" submitted by the review team and the
evaluation report made by NTS; "Product sampling inspection report" and evaluation report made by NTS.
3. Certification assessment
1) NTS organizes the assessment team to comprehensively evaluate the factory audit results and product inspection results according to the assessment basis, and signs the certification assessment
opinion. The NTS director makes a judgment on whether to register or not to be certified based on the assessment opinions of the expert assessment team. Issue product certification certificates to applicants who meet the requirements of product certification and their products.
2) According to the assessment conclusion, NTS issues the "Product Certification Result Notice" to the applicant.
4. Registration procedures Enterprises
that have passed product certification should go through the following registration procedures
after receiving the "Product Certification Result Notice": 1) Sign the "
Certification Certificate and Logo Use Agreement";
2) Receive the certification certificate and handle the use of the logo.
