(1) Introduction to JATA certification in Japan
The Ministry of Public Administration and Housekeeping, Post and Telecommunications (MPHPT) stipulates in the Japan Telecommunications Business Act that Japanese telecommunications equipment is subject to compulsory certification. The Telecommunications Business Statutory Establishment in 1985 stipulates in Article 68 that MPHPT authorizes qualified agents to carry out conformity recognition of technical conditions.
MPHPT authorizes JATE to implement qualified accreditation for the technical environment, known as JATE accreditation, for the only qualified agency. JATE implements mandatory certification for telecommunications equipment on public networks. Approved devices can connect to public networks and do not need to be inspected by telecommunications providers.
JATE approval requires a certification mark on the product, and the certification mark uses a serial number.

For products approved by JATE, information such as the applicant's name, product, certification number and date will be published in the Government Gazette and on JATE's website.
(2) Communicate equipment compliance JATE certification
Communication equipment connected to the telecommunications network needs to be certified for compliance with technical regulations, certification is mandatory, and the certification body is a registered certification body recognized by MIC. JATE (Japan Approvals Institute for Telecommunications Equipment) is the main registration and certification body for technical compliance certification of telecommunications equipment in Japan.
Devices connected to public communication networks, such as mobile phones, need to meet Japan's JATE certification (according to Japan's Ministerial Ordinance of MIC No. 15 of 2004) in addition to Japan's certification and testing requirements such as TELEC (according to Japan's Radio Law). Japan's Telecommunications Business Law (Telecommunications Business Law) was established in 1984, when the Ministry of Public Administration and Internal Affairs, Posts and Telecommunications (MPHPT) authorized JATE to be the only qualified agency to carry out the qualification of the technical environment, so we used the name JATE to call the requirements of the Japan Telecommunications Business Act JATE certification. In other words, JATE certification is to verify whether the mobile phone meets the requirements of Japan's Telecommunications Business Law, and the corresponding TELEC certification is to verify whether the mobile phone meets the requirements of Japan's Radio Law. Now the Ministry of Public Administration and Internal Affairs, Post and Telecommunications (MPHPT) has opened up authorization, and has authorized a number of agencies to carry out the certification of terminal equipment in accordance with the requirements of the Telecommunications Business Law, for example, other institutions in Japan can also audit JATE certification reports and materials and issue accreditation. However, due to customary issues, we still refer to the requirements of the Telecommunications Business Act of Japan as JATE certification.
(1) Certification standards
The certification standard is determined by JATE in accordance with the MIC requirements and the technical requirements of MIC-authorized operators and with reference to the Telecommunications Business Act.
(2) Authentication type
There are two types of JATE certifications:
A. Technical Conditions Compliance Certification Technical
compliance certification includes type approval and stand-alone certification. Technical condition compliance certification ensures that telephone network equipment, wireless call equipment, ISDN equipment, rental line equipment, etc. can meet the technical requirements (terminal equipment regulations) established by MPHPT.
B. Technical Requirements Compliance Certification Technical
requirements compliance certification includes type approval and stand-alone certification. Technical Requirements Compliance Certification ensures that wireless call equipment, leased line equipment, and other telecommunications equipment meet certain technical requirements developed by MPHPT-authorized telecom operators.
The manual mechanisms currently available in Japan are: PHS, PDC, CDMA2000, WCDMA. Among them, PHS is a technology developed in Japan and introduced in China, which is the well-known PHS. PDC is also a technology developed in Japan, and its main application is still in Japan. CDMA2000 and WCDMA are two of the familiar 3G technologies. Since there is no GSM network in Japan, GSM mobile phones cannot be used in Japan.
2. The requirements for JATE certification of mobile terminals are mainly protocol tests, and its requirements are as follows:
