Consumer Product Testing Services - REACH Restricted Substances Section

REACH Regulation In December 2006, the European Union promulgated (EC) 12/1907 "Registration, Evaluation, Authorization and Restriction of Chemicals Regulation
", referred to as REACH, is its international obligations under the WTO framework to establish the EU market chemical monitoring and management regulations, officially entered into force on June 2006, 2007, the European Chemicals Agency (ECHA) is the regulatory authority of the REACH regulation.
Restricted substances
comply with Article 67.1 of the REACH Regulation, which stipulates that a substance itself or contained in mixtures or articles must comply with the restriction clause in Annex XVII of the REACH Regulation unless it is manufactured, placed on the market or used.
Annex XVII of the REACH regulation came into effect in June 2009, and after continuous revision and supplementation, there are currently 6 substance restriction clauses. At present, the EU Non-Food Rapid Alert (RAPEX) system has almost all cases of violations of certain provisions of REACH Annex XVII.
Examples of Restricted Substances in Annex XVII

43 | Azo colorants and dyes | The detectable content of textiles or leather that can be in direct or prolonged contact with the skin or mouth shall not be greater than 30 mg/kg |
45 | OctaBDE | The substance in the article or its flame retardant parts shall not be greater than 0.1wt%, and it is not applicable to electronic and electrical products |
47 | Hexavalent chromium compound | The concentration of hexavalent chromium in leather products in contact with the skin (in terms of total dry weight) is less than 3mg/kg |
50 | Polycyclic aromatic hydrocarbons | Long-term or short-term repeated direct contact with human skin or oral plastic or rubber parts of any of the 8 PAHs shall not be greater than 1 mg/kg, toys and children's products shall not be greater than 0.5 mg/kg |
51 | Phthalates DEHP、DBP、BBP及DIBP | The single item or sum of plasticized materials should be less than 0.1wt%, which is not applicable to electronic and electrical products |

Relevant obligations of enterprises
Exporters of goods should clearly meet the specific provisions of REACH Annex XVII according to the scope of their products, and then ensure that the products meet the restricted substances provisions in the REACH regulation through supply chain control and product testing, and must know that the products do not meet the requirements of the corresponding restrictions and cannot enter the EU market.
