In December 2001, AQSIQ issued the Administrative Provisions on Compulsory Product Certification, replacing the original safety and quality licensing system for imported commodities and the safety certification system for electrical products with a compulsory product certification system. China compulsory product certification is referred to as CCC certification or 12C certification.

According to the Regulations of the People's Republic of China on the Administration of Radio, the Product Quality Law of the People's Republic of China, the Regulations on the Administration of Imported Radio Transmitting Equipment and the Administrative Provisions on the Production of Radio Transmitting Equipment, all radio transmitting equipment produced (including trial production, the same below) and sold within the territory of the People's Republic of China must apply for the "Radio Transmitting Equipment Type Approval Certificate". The production of radio transmitting equipment must be subject to type approval of its emission characteristics by the Radio and Electrical Administration (National Radio Office) of the Ministry of Industry and Information Technology, and the issuance of a "radio transmitting equipment type approval certificate" and a type approval code.
The type approval code must be indicated on the label of the factory equipment. Radio transmitting equipment is defined as a variety of equipment that emits radio waves, but does not include industrial, scientific research, medical equipment, electrified transportation systems, high-voltage power lines and other electrical devices that can emit electromagnetic waves.
SRRC radio transmission equipment type approval is a compulsory certification, and products produced, sold and circulated in China must obtain this certification; If the product is in the CCC certification catalogue list, it is also necessary to apply for CCC compulsory certification.
